Take dal, turmeric and water in a pressure cooker. Cook for 2 whistle. Take it off the heat. Let the steam go by itself. Open the cooker and put it back on heat.
Add coriander powder, garam masala powder, salt and sugar. Mix well. Simmer for 5 mins or so.
Now in a separate pan, heat oil and add all seasoning ingredients and fry for a min.
