Mix everything given for gram flour dosa to a batter. The batter should be like dosa batter consistency.
Heat oil in a tawa and pour the dosa batter just like a dosa. Cook on one side for 3 to 4 mins and flip it over. Cook on other for 4 to 5 mins till it is completely cooked.
Remove them to a chopping board and finely chop them. Set this aside.
Heat 2 tblspn of oil in a kadai. Add in fennel seeds and mustard seeds.
Add in onions, green chilli and sauté for a while till it get translucent.
Add in ginger garlic paste and sauté for a min.
Now add in all the spice powders and salt. Mix this well.
Add in the chopped gram flour mixture and toss well with the masala.
Drizzle in the remaining 2 tblspn of oil and fry this for 5 to 10 mins.
