Mix chicken with rosemary, salt, all purpose flour and cayenne.
Heat oil and butter in a pan, fry chicken till golden brown. Remove and set aside.
Heat more butter in the same pan, add garlic, onion, carrot and peppers. Saute for a min.
Add in flour, salt, pepper and mix well.
Add milk and mix well.
Add in chicken and frozen peas and simmer for 10 to 15 mins.
Add chopped parsley and mix well.
Spoon this into a baking pan. Preheat oven to 200 degree C.
Take boiled potatoes in a bowl, mash it well with a fork.
Add in butter, milk and mash well.
Spoon this over the chicken filling and spread evenly.
Use a fork to rough the surface.
Bake this for 45 mins to 1 hour till the top is bubbly and golden.
Remove from oven and cool for 15 mins.
Serve.
