Soak Whole urad dal and rice in a bowl, soak it for 2 hours. Drain it and take it in a blender, make it into a fine puree. Pour this into a bowl, add in salt and mix well.
Heat oil in a pan, add in mustard and allow it to crackle. Add in onions, chillies, curry leaves, ginger and saute for a min. Pour this into the batter and mix well.
Heat oil for deep frying. Drop spoonful of batter in hot oil and fry till golden. Strain and serve with chutney.
