I really think the recipe is misleading. You say "cold water as needed" which is a term usually used for a little bit of something. Your end result in the pictures has quite a lot of water, at least as much as the oil. It would be good to know how much water you use.

Water quantity depends on the flour you use. So add little by little and make a dough.

I tried this recipe tonight and my dough never seemed to come together. I tired to add more water but when I tried to roll it out, it continued to come apart. I went ahead and cooked them anyway and they are kinda hard and crumbly. They still have a good flavor, but the consistency is not right. What did I do wrong?

It may be because u added too much oil. First add oil into the flour and crumble it lightly so it creates a shortcrust. Then add in water slowly and knead to a dough. Don't over knead the dough. Just bring it together.
